x=3

Step-by-step explanation:

Keep in mind that the equation of the y-axis is simply x=0.  A line parallel to the y-axis that passes thru x = 3 has the equation x=3.  That's it.  

You cannot write this in slope intercept form because vertical lines don't have defined slopes.
