The bully could keep up that negative energy and hurt more people on a larger scale or could grow from it but eventually those that fall victim could become of a suicidal state. Or to lash back on a severe and mass effect on innocent people.
Well if the victim of bullying doesn't speak up or tell someone, then the bully will keep doing it to other people and make them upset. Usually someone bullies because they are also getting bullied at school/home as well.
