I believe the best answer here would be C. They believed that the government would favor the economic interests of the northern states. This is because Choice C also includes Choice B. It would not be Choice A because the US would not import cotton if they were able to produce without the cost of importing and capitalize off of the internal tax revenue, and not Choice D because it simply does not make sense.
